सच्चा साथी

बहुधा ऐसा होता है की जब हमारा कोई साथी - सम्बन्धी अपने मार्ग से पतित होता है या भटकता है तो हम उसका साथ छोड़ जाने को उद्यत हो उठते हैं क्योंकि हमारी दृष्टि में उस समय बुरे का साथ छोड़ देना ही उचित जान पड़ता है.

पर यदि आप गहरे से सोचें तो पायेंगे की उस समय ही आपको उस व्यक्ति का साथ अवश्य देना चाहिए.

सच्चा साथी वह है जो साथी को भटकने से बचाए.

यह जो आपका अमेरिका है

बहुत कम लोग इसे याद रख पा रहे होंगे कि पिछली 24 जुलाई को भारत में नव उदारवादी अर्थव्यवस्था की शुरूआत के बीस साल पूरे हुए अर्थात भारत में भूमंडलीकरण के बीस साल पूरे हो चुके हैं. 24 जुलाई 1991 को ही अपने बजटीय भाषण में तत्कालीन वित्तमंत्री मनमोहन सिंह ने भारत को भूमंडल के बाजार से जोड़ने का ऐलान किया था. नेहरूवादी समाजवाद की समाधि पर बाजारवादी व्यवस्था के आगाज की जो घोषणा की गयी उसके बीस साल पूरे होने जा रहे हैं. इस मौके पर हमें बहुत कुछ याद करने की जरूरत है. बहुत विस्तार में बात करने की जरूरत है. जिन दिनों भूमंडलीकरण की शुरूआत हुई उन्हीं दिनों उसके विरोध का पहला बिगुल बजाया था डॉ बनवारी लाल शर्मा ने. आज बीस भूमंडलीकरण के पड़ताल की शुरूआत हम उन्हीं डॉ बनवारी लाल शर्मा के आलेख से कर रहे हैं जिन्होंने इसके विरोध का पहला आंदोलन खड़ा किया था. अमेरिका हो जाने की जिद में आगे बढ़ते भारत को डॉ बनवारी लाल शर्मा की नसीहत-

पिछले बीस साल में दुनिया के देश समुदाय में भारत का चेहरा बदल गया है। आजादी के बाद और बीस साल पहले तक भारत का दुनिया में शानदार स्थान था। दो लड़ाकू गुटों- अमरीका और सोबियत संघ से अलग दुनिया के कोई 100 गुट निरपेक्ष देशों का अगुआ देश भारत था और इस नाते उसका बड़ा सम्मान था। दुनिया में जहां भी झगड़े होते थे, भारत की आवाज सुनी जाती थी। अहिंसात्मक आन्दोलन करके आजादी पाने के कारण, गांधीजी के नाम से विकासशील देश भारत की तरफ मार्गदर्शन के लिए देखते थे। अमरीका, यूरोप, रूस, जापान जैसे विकसित देशों की दुनिया को लूटने की चालबाजियों से भारत अन्य गुट निरपेक्ष देशों के साथ मिलकर, उनका नेतृत्व संभालकर टक्कर दिया करता था। गैट के आठवें चक्र- युरुग्वे चक्र में भारत ने 32 विकासशील देशों का समूह बनाकर अमरीका, यूरोप, जापान द्वारा बौद्धिक सम्पदा, पूंजी निवेश, सेवा और खेती जेसे मुद्दों को व्यापार वार्ता में लाने का घोर विरोध किया था और तीन साल तक बात आगे नहीं बढ़ने दी थी।

उसी भारत को आज तीसरी दुनिया के देश हिकारत की नजर से देखते हैं। ऐसा कैसे हुआ? 1989 में सेावियत संघ के विघटन के बाद अमरीका ने भारत को अपने गुट में मिलाने की चाल चली। एक तो, उसे भारत का बड़ा बाजार चाहिए था और दूसरे, उससे टक्कर लेने की तैयारी कर रहे देश चीन के बीच एक ‘बफर जोन’ चाहिए था अमरीका को जो भारत ही हो सकता था। बड़ी चतुराई से अमरीका और यूरोप की मुट्ठी में बंधे विश्व बैंक और मुद्राकोष के भारतीय नौकरशाहों को भारत की राजनीति में घुसाया। डॉ. मनमोहन सिंह से यह कवायद शुरू हुई। 1992 में केन्द्र सरकार में वित्तमंत्री बनकर विश्व बैंक के नौकर डॉ. मनमोहन सिंह ने भारतीय अर्थव्यवस्था को (और आगे चलकर राजनीति को भी) अमरीका और यूरोप की बहुराष्ट्रीय कम्पनियों के लिए खोल दिया। उन्होंने छोड़ दिया गान्धी का स्वावलम्बन का रास्ता, छोड़ दिया गुट निरपेक्ष देश का नेतृत्व और डाल दिया भारत को अमरीकी गुट में। आज भारत गुट निरपेक्ष देश नहीं है, वह बाकायदा अमरीकी गुट का सदस्य है। कृषि, सेवा, शिक्षा, उद्योग ही नहीं, सुरक्षा के क्षेत्र में अमरीकी दखलंदाजी बढ़ रही है।
जरा हम देखें कि वह कैसा अमरीका है जिसका पिछलग्गू बनने में इस देश की सरकार, उद्यमी और कुछ बुद्धिजीवी पगला गये हैं। डॉ. मनमोहन सिंह ने केवल एक बार प्रधानमंत्री पद से इस्तीफा देने की बात कही है। वह कब? कहा- ‘अगर अमरीका के साथ परमाणु सौदा संसद से पास न होता तो मैं त्याग पत्र दे देता’। वफादारी की इससे बड़ी मिसाल क्या हो सकती है?

इस अमरीका की कुछ खास बातें ये हैं:
1. अमरीका दुनिया में दादागीरी करने वाला पहला देश है: वियतनाम से फ्रांसीसियों के बाहर निकलने के बाद वहां घुस गया, अपनी फौजें बिछा दी। बहाना बनाया, इस देश को कम्युनिस्टों से बचाना है। 7-8 साल में उस छोटे से देश को इस ‘महान’ देश ने ध्वस्त कर दिया और फिर मुँह की खाकर, पूँछ दबाकर बाहर भागना पड़ा। वही कुकर्म इसने अफगानिस्तान में किया है। 26/11 की घटना के लिए ओसामा को जिम्मेदार ठहराकर उसे खोजने निकल पड़ा अफगानिस्तान में। 10 साल में उस छोटे देश का, जो उससे पहले 24 साल तक अमरीका और सोवियत संघ की कुश्ती का मैदान बना रहा था, तबाह कर दिया। ओसामा अफगानिस्तान में नहीं, अमरीका के दोस्त देश पाकिस्तान में मिला। वियतनाम की तरह अफगानिस्तान में भी मुँह की खाकर ओबामा कुछ अमरीकी फौजें वहां से हटा रहा है। क्या किया उसने 10 साल में? अपने 1551 सैनिक मरवाये, 443 अरब डॉलर फूँके, हजारों बेकसूर अफगानियों को मारा और झक मारकर तालिबानियों से बातचीत करने की पहल की जा रही है। अन्तरराष्ट्रीय मामलों में अमरीका का व्यवहार एक शराबी गुण्डे की तरह रहा है।

2. दुनिया का सबसे बड़ा कर्जदार देश: भारत में ऐसे लोगों की कमी नहीं है जो अमरीका को स्वर्ग मानते हैं, वहां अपने बेटे-बेटियों को पढ़ाने, नौकरी कराने और बुढ़ापे में वहीं आखिरी वक्त काटने का मौका मिलने से जीवन को धन्य मानते हैं। यह देश दुनिया का सबसे बड़ा कर्जदार देश है। ताजे आँकड़ों के अनुसार अमरीका पर उसके जीडीपी का 99.5 फीसदी कर्ज लदा है।

3. टेक्नोलॉजी और मैनेजमेंट की पोल खुल गयी: कहा जाता है कि अमरीका टेक्नोलॉजी और मैनेजमेंट में दुनिया का गुरू है। 1997 में जो मन्दी आयी, उससे पोल खुल गयी। लेहमन ब्रदर्स जैसी बैंकें और जनरल मोटर्स जैसे उद्योग घराने दिवालिया हो गये। 300 से ज्यादा बैंकों पर ताले पड़ गये हैं, अरबों रुपया आमजन का डूब गया है, बेरोजगारी पर काबू पाना मुश्किल हो रहा है। निजी कंपनियों और बैंकों की वकालत करने वाले देश की सरकार ने अरबों डॉलर इन निजी संस्थानों को बचाने के लिए लोगों के धन से से दिये।

4. दुनिया का सबसे बड़ा झूठा देश: लिखित रूप से हस्ताक्षर किये गये समझौतों को तोड़ने में अमरीका का कोई सानी नहीं। अनेक उदाहरण हैं, यहां केवल दो का उल्लेख पर्याप्त है। पृथ्वी और उसके पर्यावरण को बचाने के लिए 1992 में रियो सम्मेलन हुआ। उसमें कार्बन डाईआक्साइड गैस कम करने के लिए एक समिति बनी जिसने 5 साल मेहनत करके क्योटो प्रोटोकॉल बनाया जिसमें अमरीका अपने देश में 7 फीसदी कार्बनडाई आक्साइड का सृजन कम करने के लिए राजी हुआ। अमरीकी प्रतिनिधि ने क्योटो प्रोटोकॉल पर बाकायदा दस्तखत किये। पर यह देश मुकर गया। बोला, नहीं करते हैं कम। दूसरा उदाहरण, डब्लूटीओ में तय हुआ कि विकसित देश अपने किसानों को दी जाने वाली सब्सिडी कम करेंगे। अमरीका ने ठीक उल्टा किया। वह किसानों को भारी सब्सिडी दे रहा है, नतीजन, तीसरी दुनिया के देश कृषि के अन्तररष्ट्रीय बाजार में टिक नहीं पा रहे। 10 साल से डब्लूटीओ को दोहा चक्र चल रहा है। विकासशील देश कह रहे हैं- भाईजान, खेती की सब्सिडी क्यों नहीं कम करते हो! जवाब मिलता है- पहले हमारे गैर कृषि- यानी उद्योग-सेवा के लिए अपना बाजार खोल दो तब सोचेंगे।

5. दुनिया का सबसे बड़ा नैतिक पतन वाला देश: 1996 में अमरीका में एक आयोग का गठन हुआ, नैतिक पतन के कारण और उनका निदान खोजने के लिए। कहा गया- अमरीका दुनिया में चोटी पर है- सेक्स और हिंसा में, तलाक दर में, सिंगल पेरेंट परिवार में, अश्लील साहित्य के उत्पादन और उपभोग में, यह सूची लम्बी है।

सवाल यह है कि भारत की सरकार ऐसे घटिया देश के गुट में क्यों शामिल हो रही है? क्या उसकी दादागीरी से डर गयी है? इसका जवाब इस देश के लोग देंगे। अमरीका (और उसके गुट के अन्य देशों) की बहुराष्ट्रीय कम्पनियों को देश के बाहर खदेड़ देंगे, एक भी परमाणु प्लांट नहीं लगने देंगे तथा अन्य अमरीकी  अड्डों को समाप्त करेंगे।

पीले सोने का काला सच

हमारे देश में चमत्कार होना आम बात है लेकिन चमत्कार कि हकीक़त से भी सभी लोग वाक़िफ़ हैं। पीले सोने में गजब की आकर्षण क्षमता होती है,लेकिन चमत्कार की क्षमता नहीं। फिर यह चमत्कार कैसे हो रहा है की सोना दिन दुगनी और रात चौगुनी की तेज रफ्तार से बढ रहा है वह भी तब जब की मंदी का दौर है। यह सब खेल है पीले सोने के सहारे ब्लैक को व्हाइट करने का।

बात थोड़ी अजीब है लेकिन सोलह आने सच है। इस बात को समझने के लिए सोने के विषय में कानूनी स्थिति पर जरा नजर डालिए। भारत में शादीशुदा महीला 500ग्राम तक सोने रख सकती है और भारत सरकार का आयकर विभाग इतना सोने के विषय में पुछ ताछ नहीं करता क्योंकि ऐसा माना जाता है की भारतीय महिला चाहे वह कितनी भी गरीब क्यों न हो उसके पास सोना रहता है। और अगर इससे ज्यादा रखते हैं तब भी आयकर विभाग के  पुछ ताछ से बचा जा सकता है यह कहकर की यह गिफ्ट में मिला है बस आपको चन्द रुपए खर्च करके गिफ्ट सर्टिफिकेट बनवाना होगा जो आसानी से बन जाता है। हिंदु अविभाजित परिवार के पास उपलब्ध सोने की ज्वैलरी के विषय में भी आयकर विभाग नहीं पूछता क्योंकि सोने की ज्वैलरी पैतृक संपति के रुप में स्त्रीधन माना जाता है।

भारत में पीले सोने की खपत
दुनियाँ में भारत 10वें स्थान पर पीले सोने के स्वामित्व के आधार पर है। भारत में सबसे ज्यादा सोने की खपत दक्षिण भारत में है जो देश के पूरे  खपत का 40 प्रतिश्त है। औसतन देशभर में लगभग 500 से 750 टन सोने की खपत है। बिल क्रूड आयल के बाद देश में सबसे ज्यादा आयात सोने का ही होता है,ऐसोचैम के अनुसार 2015 में यह 100अरब के पार पहुँच जाएगा।

बेहद फायदे का कारोबार
सोने का कारोबार बेहद फायदे का कारोबार है इस कारोबार में रिस्क कम और फायदा बैंक एफ डी से भी ज्यादा होता है। सोने से किस प्रकार का चमत्कारी फायदा हो सकता है इसका अंदाजा इस बात से ही लगाया जा सकता है कि महज 24 घंटे में में 10 ग्राम सोना आपको 1310 रुपए का फायदा दे सकता है जी हां यह कोई दास्तां नही बल्कि हकीक़त है। 18 अगस्त 2011 को 10 ग्राम सोने की कीमत 26,840 रुपए थी और 24 घंटे बाद 19 अगस्त 2011 को 10 ग्राम सोने की कीमत हो गई 28,150 रुपए यानी 24 घंटे में 1310 रुपए का बचत। यह है पीले सोने का करिश्मा।

कैसे होता है काले धन को सफेद करने का खेल
गोल्ड लोन के जरिए- काले धन से पहले लोग कैश से सोने की ज्वैलरी की खरीदारी करते है क्योंकि कैश से सोना खरीदने में कोई टेक्स नहीं लगता और सोना बेचने वाले के लिए यह भी जरुरी नहीं के पैसा कैसा है। बाद में सरकारी व अर्धसरकारी बैंक से गोल्ड के अगेन्सट लोन ले लेते है। हो गया न ब्लैक से व्हाइट मनी क्योंकि लोन का पैसा तो बैंक के जरिए मिला है। इस तरह से बड़े आसानी से हो जाता है ब्लैक से व्हाइट मनी वो भी बिना टैक्स के। यही कारण है की गोल्ड लोन का कारोबार बड़ी तेजी से बढ रहा है। गोल्ड लोन कि जिस तरह से मार्केटींग हो रही है काफी हद तक इस बात की पुष्टि भी करता है कि यह खेल अब कितना व्यापक पैमाने पर हो रहा है।

सोने की खरीद और अर्थव्यवस्था
भारत में सोने की खरीदारी पर पाबंदी नहीं है लेकिन आर्थिक सर्वे में यह सुझाव दिया गया है कि यदि भारतीय सोने की खरीदारी कम करेंगें तो देश के अर्थव्यवस्था के लिए अच्छा होगा। पहला कारण भारत में लोग सोने की होल्डिंग की जानकारी सरकार को नहीं देते हैं जिससे खरीदारी तो होता है लेकिन सरकार को वेल्थ टेक्स नहीं मिलता क्योंकि 30 लाख रुपए से ज्यादा पर 1प्रतिश्त वैल्थ टेक्स बनता है और कालाबाजारी को बढावा मिलता है। दुसरा कारण यदि खरीदारी जारी रही तो सरकार को आयात बढाना पड़ेगा और आयात बढा तो अर्थव्यवस्था कमजोर होगा।

पीले सोने की चमक यकीनन आकर्षक है और सोने से मिलने वाला लाभ चमत्कारी लेकिन कालाबाजारी और काले को सफेद करने का खेल देश के लिए और देशवासियों के लिए गुणकारी नहीं।

वे कहां खो गये जो कलेक्टर नहीं थे

कलेक्टर एलेक्स पॉल मेनन के लिए दुआएं की जा रही हैं. मानवाधिकार कार्यकर्ता और सामाजिक कार्यकर्ता उन्हें निःशर्त रिहा किए जाने की मांग कर रहे हैं. कलेक्टर के दोस्त उनसे जुड़ी पुरानी यादें सुना रहे हैं. मुख्यमंत्री ‘बेहद चिंतित’ हैं और गृहमंत्री लगातार बढ़ रही ऐसी घटनाओं से ‘परेशान’ हैं. अखबारों के सम्पादक और पत्रकारों के शब्द उलझन भरे ज़ेहन से निकले हुए लगते हैं. प्रधानमंत्री के ६ साल पहले रटे-रटाए वाक्य को दुहराना वाजिब नहीं; पर यह देश की जो आंतरिक असुरक्षा है वह लगातार बढ़ती जा रही है और अब देश और आंतरिक सुरक्षा के मायने दोनों समझ से परे हो गए हैं.

आखिर एक कलेक्टर जो ‘सुराज’ लाना चाहता है, उसे बंधक बनाया जाना कितना उचित है के जवाब में; एक बूढ़ा कलेक्टर जिसने सरकार की नीतियों से तंग आकर वर्षों पहले कलेक्टरी से इस्तीफा दे दिया है, कहता है- ‘युद्ध में सही और गलत को नहीं आंका जा सकता’. तो क्या सुराज=युद्ध? किसी डिक्सनरी के पन्नों में ऐसे मायने नहीं जोड़े गए हैं. पिछले दो-तीन दशकों में छत्तीसगढ़ के इतिहास में ऐसे कई शब्द हैं जिनके अर्थ खोजना व्यर्थ है; पर जिनका जिक्र करना यहां बेहद जरूरी. कि अखबारों में कलेक्टर की रिहाई के लिए उलझन भरे, दुखी और चिंतित लोगों के शब्द जो काले अक्षरों में छप रहे हैं, वह बेहद स्याह पक्ष है, ‘सभ्य’ और अभिजात्यों का पक्ष.

यह अखबारों और किताबों के पन्ने से अलग एक पन्ना हैं ‘पन्ना लाल’ जो छत्तीसगढ़ (छत्तीसगढ़ तब मध्यप्रदेश का हिस्सा था) में उस इलाके के पूर्व डी.आई.जी रह चुके हैं, जिन इलाकों में ये घटनाएं घटित हो रही हैं. १९९२ में जब ‘जन जागरण’ अभियान इन क्षेत्रों में चलाया गया. मकसद था नक्सलियों की सत्ता को खत्म ‘करना’. उसी वर्ष गृह राज्यमंत्री गौरीशंकर शेजवार ने कुछ दिनों बाद नक्सलियों के ‘खात्मे’ की घोषणा कर दी. अयोध्यानाथ पाठक और दिनेश जुगरान महानिरीक्षक के तौर पर नियुक्त किए गए थे. जन-जागरण के इस अभियान में ‘जन-प्रताड़ना’ के आंकड़े जुटाना मुश्किल है. पर करीगुंडम, एलमागुडा, पालोड़ी, पोटऊ पाली, दुगमरका, सल्लातोंग, टुडनमरका, साकलेयर गावों के लोगों की यादों में आंकड़े नहीं, वृतांत और कहानियां पड़ी हुई हैं. सोड़ी गंगा जो दूसरी कक्षा तक पढ़े हैं और एक गांव के अध्यापक हैं उनके पास जन-जागरण की प्रताड़ना के कई किस्से हैं. तो क्या जन-जागरण अर्थ होता है प्रताड़ना?

शायद शब्दकोष के मायने समाज की अर्थवत्ता से अलग है. यह अभियान कुछ वर्षों तक चलता रहा और पुलिस माओवादियों की वर्दी पहनकर घूमती रही...घूमती रही कि माओवादियों जितनी स्वीकार्यता पुलिस को भी मिल जाए. गांवों में नक्सली बनकर पुलिस जाती और गांव वालों के साथ जमीन पर बैठती, उनसे बातचीत करती. पर यह हकीकत के एक हिस्से का नाट्यरूपांतरण था. माओवादियों ने आदिवासियों के लिए तेंदू पत्ते के कीमत की लड़ाई, जंगल में हक की लड़ाई और १५,००० एकड़ जमीन के बंट्वारे तालाबों के निर्माण जैसे कई काम करवाए थे. तब छत्तीसगढ़ मध्यप्रदेश था. यह समय था जब पुराने आरोप ध्वस्त हो रहे थे और नक्सली आंध्र के इलाकों से नहीं आते थे. बल्कि आदिवासी माओवादी हो रहे थे और माओवादी आदिवासी. जिसे मछली और पानी का संबंध कहा गया.

सलवा-जुडुम यानि ‘शांति अभियान’ ‘सुराज’ के ठीक पहले का अभियान है. पिछले सात वर्षों में चलाए गए इस ‘शांति-अभियान’ के सरकारी आंकड़े ६४४ गांवों के उजाड़े जाने के हैं. लगभग ३.५ लाख लोगों के विस्थापन के. घरों के जालाए जाने, लोगों के पीटे जाने, पेड़ों पर टांग के गोली मार देने और महिलाओं के बलात्कार के आंकड़े…..पिछले बरस माड़वी जोगी अपने साथ हुए दुर्व्यवहार को बताते-बताते वापस घर में चली गई और हमने सैन्य बलों के उत्पात के बारे में सवाल पूछना ज्यादती समझा. माड़वी लेके नाम की एक महिला को उनके पिता और भाई माड़वी जोगा और माड़वी भीमा के सामने पुलिस ने नग्न किया और पुलिस स्टेशन से घर तक जाने को कहा…..खबर लगी है कि कलेक्टर को कुछ कपड़े और दवाईयां पहुंचाई जा चुकी हैं और उसके साथ कुछ खाने-पीने की चीजें भी.

आंकड़ों में १६ मार्च २०११ को ताड़मेटला में ७ साल के एक बच्चे को सैन्य बलों ने पीटा, यह दर्ज नहीं है, हवाई फायरिंग सुनकर गांव के कितने लोग भागे, यह भी दर्ज नहीं है. कुछ गैर सरकारी दस्तावेजों और पत्रिका की रिपोर्टों में २०७ घरों का जलाया जाना दर्ज है. आंकड़ो में घटित हुई इन घटनाओं ने हर आदमी को क्रोधित किया, आंकड़े में हर आदमी गुस्से में है, आंकड़े में उसकी उग्रता स्वाभाविक है और इस संगठित उग्रता में हर आदमी उग्रवादी है. देश और सरकार के दस्तावेजों में इंसानी स्वभावों के आंकड़े नहीं दर्ज किए जाते. तो क्या ‘शांति अभियान’=तबाही. डिक्शनरी देख सकते हैं. राज्य सरकार ‘शांति-अभियान’ चलाती है और देश की सर्वोच्च न्यायालय एक फैसले में उसे तत्काल बंद करने का आदेश देती है. राज्य शान्ति चाहता है? न्यायालय शांति नहीं चाहता? शांति और न्याय एक दूसरे के विरुद्ध कैसे हैं? ऐसे ढेरों सवाल.

आदिवासियों पर हुए अनगिनत जुल्म के विरुद्ध क्या माओवादियों के इस 'लोकतांत्रिक कार्यवाही' की सराहना की जानी चाहिए? मसलन राजनैतिक कैदी के तौर पर कलेक्टर को सुविधाएं मुहैया कराना, अगवा की जिम्मेदारी लेना और बातचीत के जरिए ६ दिनों में हल करने का प्रयास करना. और ६ वर्षों में सरकार द्वारा ….. क्या सैन्यबलों द्वारा गायब किए गए, हत्या किए गए या जाने क्या किए गए की निंदा नहीं करनी चहिए? कि वे जो गायब हुए हैं वे कलेक्टर नहीं थे आदिवासी थे बस?

NDTV and Prannoy Roy – Once Upon a Time

[Not many people today know about corrupt legacy and deceit history of NDTV Head Prannoy Roy and Radhika Roy. How Prannoy Roy, his wife Radhika Roy of NDTV, palmed off Doordarshan in a way not dissimilar to how DB Realty palmed off Telecom Ministry and the tax payer. Tweeple and guest blogger Shri @s_chaitanya provides valuable insights that will help one understand deceit nature of major sections of Indian media today. During 1997 and 1998, the names of NDTV and its founder Prannoy Roy appear in newspapers and magazines in relation to a major corruption case in Doordarshan.
In the context of the recent reports of financial malpractice by NDTV and its founder Prannoy Roy, I followed up on this tweet by Kunal Majumdar, a journalist:

I was surprised to learn of the existence of a CBI case against Prannoy Roy. I wanted to dig up more on this story. I went through all 16 pages returned by Google for “prannoy roy cbi dd” and found many interesting links. I’m putting the links here quoting revelant portions of the articles. One must be cautious before drawing conclusions from these articles as they were written more than a decade ago. But one conclusion that people may safely draw is that during the early 90s, NDTV and its founder and Executive Chairperson Prannoy Roy were allegedly involved in corrupt dealings reportedly causing a loss of atleast Rs. 3.52 crore to Doordarshan, allegedly bribed an official in the Government of India, and in January 1998 cases were filed against Roy and others by the Central Bureau of Investigation (CBI) under Section 120-B of the Indian Penal Code (IPC) for criminal conspiracy and under the Prevention of Corruption Act.
Outlook, 1st September 1997: “Star Crossed | Star TV boss Rathikant Basu tries desperately to save his job as the CBI gets ready to file cases against him”

It’s not just Basu who is under the CBI searchlight. Agency records name NDTV CEO Prannoy Roy as a beneficiary and the CBI is currently firming its case against him. Says V. Lakshmi Ratan, additional secretary, DOPT: “The case will be against both the bribe-giver and taker. Roy will definitely be in the CBI dragnet if the agency finds evidence against Basu.” And the CBI’s blotter of charges—though not new—can be potentially very damaging.
At present, the agency is looking into two allegations: that in 1990, Basu as director general, Doordarshan, took the arbitrary decision to place a news-programme, The World This Week—produced by Prannoy Roy’s NDTV—in the ‘A’ category for the purposes of sponsorship and in the ‘A Special’ category for spot buys. This decision, according to this year’s annual Public Accounts Committee (PAC) report, cost the exchequer a whopping Rs 3.52 crore.

The situation gets hairier for Basu since legal experts within the agency are almost unanimous that Basu’s employment with Star TV—which, incidentally, has a tie-up with NDTV—on what is said to be a whopping monthly salary of Rs 15 lakh only three days after he left government service, establishes the fact that he was a beneficiary.

The original motivation for the CBI inquiry seems to be bureaucrat scrutiny at wrongdoing by  Roy and Basu though sections of media appeared to project it differently.

Surely, our culture and democracy couldn’t be so feeble. Hence the government seems to have adopted a more legalistic means to stop Star TV in its tracks. They’ve picked on Basu, once the government’s favourite bureaucrat, today the bad boy of babudom who’s sold out to Murdoch the marauder. Peer envy? Some elements in the bureaucracy agree. It is pointed out that when the DTH ban notification was issued, Basu, accompanied by Prannoy Roy and Rajat Sharma, had rushed to the prime minister who, in turn, had hauled up three senior bureaucrats—cabinet secretary T.S.R. Subramaniam, telecom secretary V.K. Gokak and the then information and broadcasting secretary N.P. Nawani—for issuing a sensitive order without consulting the PMO. That got the bureaucracy’s goat and the ministry of personnel and the CBI were asked to fix Basu for good.
Every available missile has since been fired at the Star TV India CEO—the rule book, an ultimatum to remit office within 15 days, the threat to set the CBI on his trail. It did spread panic—Gary Davey flew down to Delhi twice, Murdoch flew into Hong Kong to take stock and Star’s ally, Prannoy Roy’s NDTV, faced the prospect of being sucked into the vortex of the raging controversy—but, as things stand, Basu is still in the saddle and fighting. The case against him is that as a former DD chief, he is privy to the national broadcaster’s long-term plans. But one has to be spectacularly gullible to swallow that line: the only secrets that DD can possibly yield for the benefit of its rivals would be about how not to run a network. It is, after all, a badly-managed outfit whose policies have less to do with market realities and its public service broadcasting aims than with the whims of its political bosses in Shastri Bhavan.

Indian Express, 20th Jan 1998: CBI case against Prannoy Roy

The Central Bureau of Investigation (CBI) has filed a case of criminal conspiracy against New Delhi Television (NDTV) managing director Prannoy Roy, former Director General of Doordarshan and present Chief Executive Officer of Star TV R Basu and and five other top officials of Doordarshan. The First Information Report (FIR) filed on the basis of “source information”‘ says that the undue favour granted to Prannoy Roy had led to a loss of approximately Rs five crore to Doordarshan.
The FIR filed in the court of Special CBI judge Ajit Bharihoke alleges that the officials of Doordarshan had “entered into a criminal conspiracy at New Delhi during 1990-1996 with Prannoy Roy with a view to cause favour by abusing their official position.”
According to the CBI charge-sheet, DD suffered a loss of over Rs 3.52 crore due to the “undue favours” shown to NDTV as its programme The World This Week (TWTW) was put in `A’ category instead of `special A’ category.

The case filed was specific. Not much is known about the fate of the CBI case. While the Indian Express report says that a case was indeed filed against Prannoy Roy, NDTV’s public offering prospectus in 2004 seemingly falsifies this information and implies that there was no FIR or no case was filed against NDTV or Roy:

The Company and its promoters have also been named in an First Information Report (FIR) filed by the Central Bureau of Investigation (CBI) in January 1998 against certain DD officials in relation to certain violations of rules by DD officials pertaining to certain programmes produced by the Company for telecast by DD. Till date, no case has been instituted against the Company based on the investigation carried out pursuant to the FIR.

In March 1998, Smt Sushma Swaraj took over as Information & Broadcasting Minister in AB Vajpayee’s cabinet. This was what was last heard.

Another wrongstreet the government is getting into is going after Murdoch through Prannoy Roy and R Basu. Sushma Swaraj has said that she is letting loose the CBI to look into the undue benefits provided to NDTV by DD when he used to provide the state network with programming. An issue that has been simmering for the past couple of years but has got nowhere. It’s about time, the authorities stop their tomfoolery and get over their Murdoch fixation.

Information & Broadcast Ministry, Doordarshan and discretion
Despite the recent public focus on the misuse of ministerial discretion, nothing seems to have changed. A case in point is the information and broadcasting ministry.
In the recent past, Doordarshan has turned many including Prannoy Roy to Vinod Dua into millionaires. And many more constantly knock at its doors for make-me-rich-overnight contracts, especially where commissioned programmes are concerned.

[Editor: The whole saga turns up several interesting points. Who bailed Prannoy Roy and NDTV out? Needle of suspicion points at the following people in the NDA Government: AB Vajpayee, PM, Brajesh Mishra, Cabinet Secretary, LK Advani, Home Minister and Sushma Swaraj, Information & Broadcast Minister. The decision could have been a consensual one driven by Brajesh Mishra. One does notice that Brajesh finds himself in NDTV whenever he wants. AB Vajpayee to NDTV was always the good man in a bad party. NDTV's coverage on Smt Swaraj is markedly different from its coverage of Shri Narendra Modi.  Before 2009 elections, LK Advani was specially awarded by NDTV for life time achievement (for what? babri mosque structure demolition?  ).
Progressively in Indian media, journalism of courage has by and large been buried. Prannoy James Roy, son of English Mother and Bengali father has done rather well by networking with the powerful and the corrupt. He is a member of the CFR. He is a co-brother of Prakash Karat, Marxist Communist Party, General Secretary who by the way is also a bible expert and who was guided by liberation theologian, Reverend Duncan Forester for scholarship to Edinburgh University(Wikipedia wont tell you this.  ) Prannoy is Suzanne (aka Arundati) Roy's cousin. By and large and not surprisingly NDTV has been faithful to red and islamist networks whose agenda, NDTV champions. Discourse subversion by the likes of NDTV has high costs and is not understood by many. One shudders to think to what compromises, NDTV and the Roys would have done to sustain their almost perpetually loss-making entity. Continuous survival of a continually loss making NDTV is a financial miracle in itself that calls for scrutiny.
Further, success through corruption sets a very wrong example to the society. Its not a coincidence that Rajdeep Sardesai, Raghav Behl and others have sought to emulate Prannoy Roy Model of Corruption and Deceit journalism. It is said old habits die hard. NDTV was again in the news for corruption. Sunday Guardian highlighted how NDTV avoids Taxes and of financial chicanery with ICICI bank. NDTV decided to brazen it out and tried intimidating tactics with Sunday Guardian. And well, interview appearances, 'awards' for Chanda Kochchar, 'Life time Achievement' for KV Kamath  and award to ICICI have nothing to do with quid pro quo?
Fredrick Hayek's rule on people violating ossified rules in India kind of scarcity environment has been proffered at times to justify corruption. That defence does not hold in cases similar to prannoy roy's CBI case where the goal is to defraud the tax-payer and criminal conspiracy is involved. It might be worthwhile for intrepid RTI -waalas to cull out facts on Prannoy Roy's CBI case. Dr. Swamy suggests innovative ways to prosecute the corrupt. These approaches are likely to work when the judiciary is fair. Judiciary, post KG Balakrishnan seems different and presents a window of opportunity to tame corruption such as NDTV's]

The basics of TV power

Big, flat-screen HDTVs use more power than you might imagine. Now that old tube televisions are starting to disappear, replaced by much larger plasma and LCD-based HDTVs, TV watchers everywhere may be noticing an uptick in their electricity bills. And with the increasing popularity of TV-based entertainment options, such as video game consoles, digital video recorders, and streaming/on-demand video devices, more and more electricity is being spent on TV-related activity. Those devices use quite a bit of power, but typically the biggest energy hog in your entertainment center is the TV itself. This guide will help you understand the factors in TV power consumption, provide wattage and yearly cost statistics on numerous HDTVs that we reviewed since 2008 and provide tips on how to lower electricity consumption and costs while still enjoying your high-definition television.

The 'big three' of TV power: Size, type, and settings
The power used by an active television is determined by three factors: screen size; technology type, such as plasma or LCD; and picture brightness, which nearly always depends on user-selected picture settings.

Screen size: Bigger TVs use more power. A 32-inch LCD uses about half as much power as a 52-inch LCD. Of course, the 52-incher's screen is nearly three times as large as that of the 32-inch model, so the efficiency payoff for going down in screen size does tend to taper off. However, the chances are your new flat-screen TV will use more power than your old tube TV--if the new set is significantly larger.

Technology type: Plasma TVs use more power than LCD TVs. In our tests of TVs since the beginning of 2008 plasmas consume, on average, roughly two to three times more electricity to produce an image of the same brightness as LCD. In the last couple of years, plasma TV makers have made some progress--Panasonic claims improvements of 30 percent yearly, for example--but they still can't compete with LCD for energy efficiency. One problem is that in plasma TVs, each pixel is a discrete light source (think of it as a tiny light bulb), so when resolution increases, say from 720p to 1080p, power use goes up as well. The intensity of light from each pixel must be increased to brighten the picture as a whole.


With LCD-based TVs, on the other hand, a backlight shines through an LCD panel to create the image. Since the pixels reside in the panel, and not the backlight, the TV's power use is largely independent of resolution. Many LCDs can conserve additional power by automatically turning the backlight down during dark scenes and up during bright scenes.

Many newer LCD-based TVs use LED, as opposed to fluorescent (CCFL), backlights. LEDs are more efficient in general, and can also use various dimming technologies that turn down either the entire backlight or independent sections, both of which save power. LED-backlit LCDs are the most efficient type of flat-panel TV available today, although the actual savings over a standard LCD usually amounts to less than $20 per year.

Old CRT-based TVs are relatively inefficient, especially compared with LCD TVs; however, since CRT screen size is limited, they often don't use as much power as big flat-screen models. Rear-projection HDTVs are actually the most energy efficient per square inch of the TV technologies, but they're rare nowadays.

Picture settings: Brighter pictures consume more power, and since light output is primarily a function of the picture settings available on all TVs, this is the one factor that any user can control regardless of television. Reducing the light output of your TV can cut power use by as much as half, and as long as you don't overdo it, you'll still enjoy excellent picture quality.

The principal settings that matter are contrast (aka "picture") and backlight (or "cell light" on Samsung plasmas). Both directly control light output. Nearly every TV has a contrast control, but backlight is generally restricted to LCD models--and not every LCD has it. In LCDs with both backlight and contrast controls, backlight is the main determinant of light output and power use. Counterintuitively, the brightness control has less of an impact on TVs light output than the other two settings do.

Other controls are also often available, such as energy saver modes, which typically limit peak light output, dynamic settings that raise or lower the light output depending on the brightness or darkness of the picture being displayed, and room lighting sensors that increase light output in dark rooms and lower it when the lights dim. Engaging any of these controls will generally reduce the TVs power use, but it will often sacrifice image fidelity. Automatic adjustments can be distracting, for example, and aggressive energy saver modes can make images too dim.

Other features for saving power might not affect the picture quality at all. For example, many TVs provide a "picture off" setting that just plays the audio, thus greatly reducing power consumption for people who would rather listen than watch. Many TVs can be programmed to turn off automatically after a set period of time, whether via a sleep timer or just after a set period of inactivity. A couple of Sony models, such as the KDL-EX700 series take it a step further with a "presence sensor" that automatically turns off the picture, and eventually the TV itself, when you leave the room.

Other power factors

It may surprise you to hear that TVs use power even when they're not turned on. So that the TV is ready to respond to the remote in an instant, all sets use what's called phantom or standbypower. Our tests revealed that standby power consumption varied somewhat among different TVs, but in general newer models consume negligible power when turned off. Energy Star 3.0/4.0 (see below) require devices to consume less than 1 watt of power in standby mode to qualify for its certification. To put that in perspective, leaving a TV that uses 1 watt of power in standby mode turned off for a year would cost just $1 at average 2009 energy prices.

Few people have just a TV anymore, and all sorts of ancillary devices contribute to your yearly energy costs as well. Think of all that's plugged into your set, from a DVD or Blu-ray player, an AV receiver, and a gaming console to a satellite receiver, DVR, or Slingbox that never really turns off. They all need power. It may not sound like much, but a DirecTV DVR can use about 33 watts, while a Slingbox draws about 9 watts--constantly. All told, these boxes can use more power than the TV itself, especially when it comes to gaming. The original Xbox 360 draws an impressive 187 watts, but is outdone by the power-hungry PlayStation 3, which requires 197 watts of juice (newer versions of the game consoles are more energy efficient, however--thePS3 Slim uses about 96 watts during gaming, for example). A recent study by PG&E in California estimated that 10 percent of household power use is devoted to TV-related activity.

TV power standards: Energy Star, California, and the FTC

The Environmental Protection Agency got serious about certifying TVs for its Energy Star program on November 1, 2008. Prior to that date, TVs could be branded with that familiar logo without even being turned on for testing--only standby power mattered. Then came the Energy Star 3.0 standard that mandated testing with the TV turned on. Unfortunately, it wasn't very strict--nearly every HDTV you can buy today, including some of the biggest energy hogs, is Energy Star certified.

In May of 2010, Energy Star 4.0 goes into effect, meaning that any TV sold after that date must meet the new standards. The specification mandates that TVs consume 40 percent less power overall than the 3.0 spec did, and it also tries to prevent manufacturers from "cheating" because it ties light output in the default picture setting to light output in the TV's brightest setting (aka "retail" or "torch" mode). Unfortunately, however, we don't expect the 4.0 spec for TVs to provide realistic buying advice to shoppers who prioritize energy efficiency. Nearly every 2010 HDTV available or announced so far, including large plasmas TVs, qualify for Energy Star 4.0 certification. Energy Star's more stringent 5.0 version that calls for a 65 percent power-consumption improvement over its 3.0 spec and applies the same requirements to all TVs larger than 50 inches goes into effect May 2012.

Not to be confused with the voluntary Energy Star program, a regulation passed in California (FAQ) actually prevents the sale of TVs that don't meet a certain efficiency grade. However, despite stringent opposition by industry groups to the regulation, we don't know of any new TV--regardless of size or technology--that doesn't qualify. Again, a more stringent version of the California program is scheduled to go into effect in 2013.

Comparison shoppers can take heart in a new proposal by the FTC that calls for actual wattage and cost estimates--those same yellow and black Energy Guide labels found on refrigerators, furnaces, and other major appliances--to make their way to TVs. However, the FTC has neither announced timing for the move, nor has it confirmed that it's going to happen at all.

The bottom line

No discussion of TV power use would be complete without a bit of perspective. For households that pay somewhere near the average retail cost for energy--11.55 cents per kilowatt per hour in 2009--and that watch near the average amount per TV--about 5.2 hours per day--the cost to watch a 50-inch 1080p plasma TV is about $64 per year in the calibrated light output mode (see How We Test). The average 52- to 55-inch LCD TV costs about $29 per year for the same light output, and, of course, smaller TVs use less energy. Sure, both electricity costs and average daily TV use are increasing steadily every year; however, those amounts still don't take a major chunk out of most household budgets. According to the Department of Energy, for example, the average refrigerator uses nearly $90 worth of energy per year.

It's worth noting that plasma TV has many picture quality advantages over LCD TVs, so people who really prize video quality may be willing to sacrifice some efficiency to get those advantages. On the other hand, today's high-quality LCDs can balance extreme efficiency with great picture quality. As with all technologies, improvements in HDTV performance are being made with every generation of products, and we expect power consumption to continue to fall in newer models.

BOW DOWN BEFORE "GREAT MEN"
Students encounter "The Cult of Great Men" the pantheon of modern pretenders who have usurped God's place.Their every utterance is treated as Holy Writ. Scholarly articles are devoted to words that later turn out to be typos. In a graduate seminar, I witnessed a student read a list of filthy obscenities that had been censored from William Faulkner's novel "Sanctuary."
After each expletive, the other students gasped with horror as though a religious artefact had been desecrated.Professors are the overpaid priests of this secular cult. They have a vested interest in maintaining its shibboleths. They initiate students into a lifelong habit of mental servility. All knowledge comes from Great Men. Students can only aspire to analyse their meaning. A professor once told me I had failed because "only great men can say things like that."The students' state-of-mind becomes passive and disoriented. He struggles to reconcile contradictory world-views.
One day I had an awakening. Don't these "great men" live in the same world?Isn't it the one I live in?Dare I think for myself?Dislocation takes place in time as well as space. By continually studying the past, the student thinks nothing remains to be done. No manifestos remain to be written, no Bastille needs to be stormed.While the world cries out for leadership, the new generation is buried in musty manuscripts writing footnotes to dead men.

EDUCATION SERVES ITS PURPOSE
As you've gathered by now, a Humanities education is not intended to uplift or empower. The world is owned and run by a secretive banking cabal and their inbred allies. Its goal, in the words of Cecil Rhodes, is to "gradually absorb the wealth of the world." Naturally it must obscure this plan. They want to make students their tools. Professors who don't play the game are fired.If you haven't noticed, universities are not places of invigorating inquiry and debate. They are stagnant backwaters that reek of moral compromise and disillusionment.

Mankind is groping in the dark. "All we know is the wind that blows," Thoreau wrote. Our false confidence is based on material progress and technology, which Thoreau calls "improved means to unimproved ends.""We have turned the brainless head of the goyim with progress," says the Protocols(XIII). With the exception of "material inventions" progress "like a fallacious idea, implies a departure from truth in all cases."In other words, the Illuminists have infected mankind with the illusion that they are building a humanist utopia based on reason, when in fact they are constructing a neo feudal tyranny. This is the essence of "globalism" and the principle behind world events.

In conclusion, God is a Spirit or state of consciousness where ideals of justice goodness truth and love are self-evident. The Illuminists' first priority is to destroy Christianity and belief in God. They have to sever humanity from its metaphysical moorings in order to substitute a false reality conducive to their rule.Humanities education today is a placebo, a substitute for a true education. It is a pretext for indoctrination, acceptance of which qualifies you for employment.The world will not be saved by acts of God but acts of men representing God. Our duty is to take these ideals seriously in our personal lives and bring them into the world. The cost of rejecting God is to become slaves of very bad men.
